The Complex Needs Escalation and Support Tool (CNEST) has been developed and evolved in line with Tier 4 CAMHS new model of care and is part of the “The Cheshire and Merseyside Children and Young Peoples Complex Needs Escalation and Support Framework”. Cheshire and Merseyside Integrated Care Board (ICB) consists of nine places that are committed to working within the framework. The focus has broadened to better support young people with complex needs, aiming to help them stay within their communities and prevent placement into care, custody, or hospital admission.

The CNEST is committed to delivering a consistent and evidence-based approach to the early identification of young people with complex needs. By supporting clinicians in decision-making and coordinating multi-agency interventions, CNEST aims to reduce unnecessary hospital admissions, prevent placement breakdowns, and avoid custody situations, promoting better outcomes through timely, targeted support.

CNEST is a dynamic stratification tool that reflects of the level and complexity of needs of a young person when they are seen by professionals .

What does the CNEST Do?

  • Stratifying based on complexity and level of need efficiently facilitates the mobilisation of appropriate support to address diverse needs.
  • Enables the early identification of complex needs in children and young people (CYP).
  • CNEST supports a multiiagency approach that plays a vital role in mitigating hospital admissions, placement breakdown and averting custody situations.

The CNEST children’s social care training programme is designed for social workers employed within Cheshire and Merseyside supporting children and young people.
